Action‑oriented, it guides SEP CONGO’s sustainable transformation of the Goma petroleum depot, grounding recommendations in rigorous diagnostics, verified data and international best practices to reduce costs, improve service and ensure compliance while securing long‑term performance. Hypothesis H4 is tested through an operational pilot, documentary reviews and multicriteria decision analysis.
