This third volume continues the previous analyses (diagnosis and systemic causes) and adopts a forward-looking stance: identify, prioritize, and validate improvement levers to boost the efficiency, reliability, and resilience of SEP CONGO’s Goma airport fuel depot. It aims to contribute methodologically to decision analysis for petroleum logistics in Africa and to provide SEP CONGO with a data-driven decision-support framework using benchmarking, maturity assessment, multicriteria matrices, simulations, audits, and expert input. Action-oriented, it prescribes what to do, in what order, and under which conditions-revised slotting, standardized SOPs, staff training, and phased deployment of a modular WMS-prioritizing high-impact, low-barrier measures before digital transition.
