The Gap Between Law and Power: Governance, Accountability, and Democratic Crisis in Tanzania’s Post-Election Era examines Tanzania’s evolving governance crisis following the contested October 2025 general election.Through thirty-six chapters, the collection investigates the widening distance between formal legal protections and their practical enforcement, between institutional authority and institutional accountability, and between the constitutional promise of democratic governance and the realities of political power.The analysis covers criminal justice, political trials, electoral governance, land administration, media regulation, anti-corruption, urban planning, constitutional reform, political parties, executive authority, and international diplomacy.Particular attention is given to the treason proceedings against opposition leader Tundu Lissu, the regulation of MwanaHALISI, the prosecution of advocate Peter Madeleka, the resignation of Vice President Emmanuel Nchimbi, the demolition of homes in Msakangoto, disputes concerning Ngorongoro and other land areas, the Kilimanjaro cable car proposal, and the evolving political strategies of CHADEMA and ACT-Wazalendo.The collection argues that Tanzania’s principal governance challenge is not the absence of law but the uneven relationship between law and power. Selective enforcement, institutional constraints, information control, restrictions on civic space, and political consolidation can weaken the practical effectiveness of constitutional guarantees even where those guarantees remain formally intact.The book introduces several analytical concepts, including constitutional substitution, slow violence, dispossession through administrative uncertainty, and the access economy. Together, these concepts provide frameworks for understanding how institutional power operates across different sectors of governance.The collection does not conclude that Tanzania’s democratic project has failed. Rather, it argues that democratic resilience depends upon the capacity of institutions and citizens to restore accountability, rebuild public trust, and ensure that political authority remains subject to meaningful legal and constitutional constraint.The book is intended for scholars, researchers, policymakers, lawyers, journalists, civil-society actors, and citizens interested in governance, accountability, constitutionalism, and democratic development in Tanzania and Africa.
