Este livro inspira-se no debate sobre a transformação das empresas públicas do sector dos transportes, incluindo a gestão dos portos marítimos congoleses. O exercício das funções portuárias envolve aspectos muito específicos resultantes da multiplicidade de actores e da dimensão de serviço público que o governo e as autoridades locais confiam à actividade portuária. Para evitar o declínio do papel do Estado na regulação, na gestão e nas operações e para dar uma oportunidade à reforma portuária de ser útil, o estudo propõe: (1) a criação, após a adopção de uma lei, da Autoridade Portuária Nacional, que se encarregaria dos aspectos da governação portuária relacionados com o território, o ambiente e as transacções; (2) o reforço dos instrumentos da nova governação, como os mandatos, as competências e o âmbito geográfico. (3) vincular a autoridade portuária à Presidência da República para o seu correcto funcionamento, (4) reestruturar profundamente o SCPT, o SCNCC, a CVM e a RVF, (5) fazer da nova rede proposta uma alternativa à privatização.
