Dieses Buch ist inspiriert von der Debatte über die Umwandlung öffentlicher Unternehmen im Verkehrssektor, die auch die Verwaltung der kongolesischen Seehäfen umfasst. Die Ausübung von Hafenberufen umfasst sehr spezifische Aspekte, die sich aus der Vielzahl der Akteure und der Dimension der öffentlichen Dienstleistungen ergeben, die die Regierung und die lokalen Gebietskörperschaften der Hafentätigkeit anvertrauen. Um eine Schwächung der Rolle der Regierung bei der Regulierung, Verwaltung und dem Betrieb zu verhindern und der Hafenreform eine Chance zu geben, nützlich zu sein, schlägt die Studie Folgendes vor: (1) Schaffung einer nationalen Hafenbehörde nach Verabschiedung eines Gesetzes, die sich um die Aspekte der Hafenverwaltung in Bezug auf Grundstücke, Umwelt und Transaktionen kümmert; (2) Stärkung der Instrumente der neuen Verwaltung wie Mandate, Kompetenzen und geografische Reichweite. (4) SCPT, SCNCC, CVM und RVF grundlegend umstrukturieren, (5) das vorgeschlagene neue Netzwerk als Alternative zur Privatisierung etablieren.
