W związku z przebiegiem polityki publicznej nastąpiły fazy regresu i stagnacji w zakresie dostarczania systemów kanalizacji sanitarnej w Brazylii. Przez piętnaście lat brakowało ram prawnych, aż do momentu wejścia w życie ustawy federalnej 11.445/2007, która wprowadziła krajowe wytyczne dotyczące gospodarki ściekowej. Obecnie większość brazylijskich gmin nadal boryka się z problemami techniczno-operacyjnymi i finansowymi, pozostając zależną od polityki rządu federalnego i działań sektora prywatnego. W przeciwieństwie do większości brazylijskich miast, Balneário Camboriú/SC przeszło intensywny proces rozbudowy i modernizacji systemu kanalizacji sanitarnej. Jest to wynik fizyczno-geograficznej charakterystyki miasta oraz polityki publicznej, która została wdrożona w celu zaspokojenia potrzeb związanych z rozwojem urbanistycznym i turystycznym, który nastąpił od lat 70. XX wieku. Książka przedstawia rozwój systemu kanalizacji w mieście Balneário Camboriú, obejmując analizę polityki sanitarnej wdrożonej w latach 1970-2013 wraz z przedstawieniem badania na mapach tematycznych.
