Aufgrund der Entwicklung der öffentlichen Politik gab es Phasen des Rückschritts und der Stagnation bei der Bereitstellung von Abwassersystemen in Brasilien. Fünfzehn Jahre lang gab es keinen gesetzlichen Rahmen, bis das Bundesgesetz 11.445/2007 verabschiedet wurde, das nationale Richtlinien für die Abwasserentsorgung festlegte. Derzeit hat der Großteil der brasilianischen Gemeinden noch immer mit technischen, betrieblichen und finanziellen Problemen zu kämpfen und ist von der Politik der Bundesregierung und den Maßnahmen der Privatwirtschaft abhängig. Im Gegensatz zu den meisten brasilianischen Städten hat Balneário Camboriú/SC einen ausgeprägten Expansionsprozess und Verbesserungen im Abwassersystem durchlaufen. Dies ist das Ergebnis der physisch-geografischen Beschaffenheit der Stadt und der öffentlichen Politik, die umgesetzt wurde, um dem seit den 1970er Jahren zu verzeichnenden Wachstum im Bereich Stadtentwicklung und Tourismus gerecht zu werden. Das Buch beschreibt die Entwicklung des Abwassersystems der Stadt Balneário Camboriú und umfasst eine Analyse der von 1970 bis 2013 umgesetzten Sanitärpolitik, dargestellt in thematischen Zeitkarten.
