A diversidade da segurança que propôs em 1994 o conceito de segurança humana do Programa das Nações Unidas para o Desenvolvimento (PNUD) após o fim da Guerra Fria e a globalização concomitante colocaram mais influência internacional ou externa nos Estados e para além das suas componentes soberanas na formulação da política externa. O livro descentraliza estas necessidades de segurança para a segurança alimentar específica em África e os múltiplos factores do sistema nacional e internacional que contribuem para a sua disponibilidade ou escassez, que incluem a actividade de Estados e actores não estatais. Além disso, examina criticamente o sistema do capitalismo que gerou fluxos financeiros ilícitos e alguns dos seus elementos viciosos, tais como a venda e tráfico de armas, o controlo das exportações e importações como precursores que desencadeiam factores conhecidos como recessões económicas, baixo investimento em infra-estruturas de investigação, pobreza, guerras ou conflitos e alterações climáticas em África e contribuem para a insegurança alimentar e económica através de alguma política externa adoptada por países desenvolvidos e em desenvolvimento. A análise foi feita através da adopção do conceito de coeficiente, que envolve a consideração de factores que têm relação com um factor ou características específicas.
