La diversité de la sécurité proposée en 1994 dans le concept de sécurité humaine du Programme des Nations Unies pour le développement (PNUD) après la fin de la guerre froide et la mondialisation concomitante ont accru l’influence internationale ou externe sur les États et au-delà de leurs composantes souveraines dans la formulation de la politique étrangère. L’ouvrage décentralise ces besoins de sécurité vers la sécurité alimentaire spécifique en Afrique et les multiples facteurs du système national et international qui contribuent à sa disponibilité ou à sa pénurie, ce qui inclut l’activité des États et des acteurs non étatiques. Il examine également de manière critique le système capitaliste qui a donné naissance aux flux financiers illicites et à certains de ses éléments vicieux tels que la vente et le trafic d’armes, le contrôle des exportations et des importations en tant que précurseurs qui déclenchent des facteurs connus tels que les récessions économiques, le faible investissement dans les infrastructures de recherche, la pauvreté, les guerres ou les conflits et le changement climatique en Afrique et contribuent à l’insécurité alimentaire et économique par le biais de certaines politiques étrangères adoptées par les pays développés et les pays en voie de développement. L’analyse a été effectuée en adoptant le concept de coefficient, qui implique la prise en compte de facteurs ayant une relation avec un facteur ou des caractéristiques spécifiques.
