In Osteuropa und der arabischen Welt war der Konstitutionalismus das unmittelbare Mittel, um aus dem revolutionären Chaos herauszukommen. In diesen beiden Teilen der Welt entschieden sich die revolutionären Völker zu zwei verschiedenen Zeiten für die Annahme von Verfassungen, um demokratische politische Systeme zu errichten. Der Konstitutionalismus war zwar der gemeinsame Nenner, den die revolutionären Völker bei der Einführung ihrer neuen politischen Systeme nutzten, doch die Einzigartigkeit jeder Region und jedes Landes war beim Übergang und bei der Annahme der neuen Verfassungen zu spüren. Bereits ein Blick auf die Situation in Polen, Rumänien, Ägypten und Tunesien zeigt, dass der Weg zur Einführung eines neuen politischen Systems zwangsläufig vom nationalen Kontext abhängt, in dem der Übergang stattfindet. Nichtsdestotrotz lässt sich Demokratie nicht verordnen, wie wir es in Osteuropa erleben durften. Die postkommunistischen Staaten, insbesondere Polen und Rumänien, zögern noch auf dem Weg zur Demokratisierung. Die arabischen Staaten werden auf dem Weg zur Demokratisierung sicherlich die gleichen Herausforderungen vorfinden.
