In Europa orientale e nel mondo arabo, il costituzionalismo è stato la via d’uscita immediata dal caos rivoluzionario. In queste due parti del mondo, in due momenti diversi, i popoli rivoluzionari hanno scelto di adottare le costituzioni per stabilire sistemi politici democratici. Se il costituzionalismo è stato il denominatore comune che i popoli rivoluzionari hanno utilizzato per stabilire i loro nuovi regimi politici, l’unicità di ogni regione e paese è stata evidente nella transizione e nell’adozione delle nuove costituzioni. Basta osservare la situazione in Polonia, Romania, Egitto e Tunisia per capire che il percorso intrapreso per l’adozione di un nuovo regime politico dipende necessariamente dal contesto nazionale in cui avviene la transizione. Tuttavia, la democrazia non può essere decretata, come abbiamo visto nell’Europa orientale. Gli Stati post-comunisti, in particolare Polonia e Romania, sono ancora in fase di stallo sulla via della democratizzazione. Gli Stati arabi troveranno sicuramente le stesse sfide sulla strada della democratizzazione.
