All’inizio degli anni ’80, sotto la pressione delle istituzioni di Bretton Woods, il Mali, come altri Paesi in via di sviluppo, ha intrapreso un processo di liberalizzazione dell’economia, sia interna che esterna. Questo processo rientrava nei Programmi di Aggiustamento Strutturale (PAS) elaborati e attuati dalle suddette istituzioni. Attribuendo alla liberalizzazione economica, sulla base di speculazioni, le virtù dello sviluppo economico e sociale, le istituzioni di Bretton Woods hanno fatto precipitare l’economia maliana in una logica di 'liberalizzazione eccessiva'. A più di trent’anni dall’inizio del processo di liberalizzazione dell’economia e dopo l’attuazione di riforme strutturali dalle conseguenze sociali disastrose, il Mali non sembra progredire sulla via dello sviluppo. Peggio ancora, la concorrenza straniera ha distrutto l’embrionale tessuto industriale frutto degli investimenti effettuati durante l’attuazione del primo piano quinquennale di sviluppo economico e sociale, relativo al periodo 1961-1965.
