Anhand seiner Memoiren unternimmt der Autor eine Analyse der humanitären Diplomatie und der multilateralen Diplomatie, an der er über drei Jahrzehnte lang durch sein Engagement für das IKRK und später die UNESCO beteiligt war. Von seinen Erfahrungen in Vietnam und im Nahen Osten in den 1960er Jahren bis hin zu den Korridoren der Vereinten Nationen in den 1990er Jahren betont der Autor, wie schwierig es für internationale Organisationen ist, Staaten dazu zu bringen, die von ihnen eingegangenen Verpflichtungen einzuhalten, wenn sie ihnen im Gegenzug nichts zu bieten haben. Daher auch der Titel des Buches: 'Diplomatie der leeren Hände'. Vertrauensbeziehungen sind ein wichtiger Bestandteil von Verhandlungen, aber auch der Kontext spielt eine entscheidende Rolle. Teil 3 des Buches zeigt, wie das Ende des Kalten Krieges und die darauf folgende Demokratisierungswelle zu erheblichen Fortschritten bei der Meinungs- und Pressefreiheit geführt haben. Er hebt den Prozess der Unabhängigkeit der Medien von staatlicher Kontrolle hervor, den die UNESCO unter der Leitung des Autors ab Mai 1991 (Windhoek-Erklärung) auf allen Kontinenten gefördert und unterstützt hat.
