Die Umweltprobleme in Verbindung mit dem Klimawandel stellen neue Herausforderungen dar und zwingen zur Zusammenarbeit und zur Anpassung an Umweltprobleme. Dies führt dazu, dass Staaten miteinander konkurrieren, da das 'Blaue Gold' zu einer extrem begehrten Ressource wird, nicht nur zwischen Individuen, sondern auch zwischen Staaten. Im 21. Jahrhundert sind neue Arten von Konflikten aufgetreten, die als 'grüne Konflikte' oder horizontale und vertikale Nutzungskonflikte bezeichnet werden und durch die Verknappung der natürlichen Ressourcen verursacht werden. Wasser ist das offensichtlichste Beispiel dafür. Um Wasserkonflikte zu vermeiden, ist eine Zusammenarbeit zwischen den Anrainerstaaten erforderlich. Dieses Buch zeigt, dass Wasser eine echte Herausforderung für die Zusammenarbeit ist, die den Frieden, die sozioökonomische Entwicklung zum Wohle der Anrainer, die nachhaltige Bewirtschaftung der Ökosysteme und der von dieser Ressource abhängigen Arten, die Armutsbekämpfung und die Vermeidung von Konflikten zwischen den Anrainerstaaten fördern kann.
