Human progress and development along with population growth and increasing demand on the one hand and limited supply of natural resources on the other hand has made the optimal use of these resources is very important. Meanwhile, water resources are doubly important due to the growing trend of water consumption, especially in developing countries, and severely threaten the prospects of production and achieving food security in these countries. Due to the stability of water resources, population growth and insufficient attention to water resources management if appropriate policies are not adopted and when managing water resources, in both supply and demand dimensions, the unfavorable conditions of the country’s water resources and the impact of security indicators. And economics will be inevitable. Therefore, improving water demand management, especially in the agricultural sector, by observing the national-regional optimal cultivation model, paying more attention to the 'virtual water' index in explaining the pattern of production and trade of agricultural products, and paying attention to the economic value of water.
