L’engouement pour le vocable de 'gouvernance' provient d’une situation paradoxale de présence d’Etat-Nations autonomes fiers de leurs souverainetés malgré leurs interdépendances au sein d’un marché mondial économiquement et médiatiquement intégré. La gouvernance défie la configuration traditionaliste, vertical, hiérarchique 'Top-down' du pouvoir pour embrasser une architecture moderne, transversale et co-décisionnelle 'Bottom-Up'. Cette métamorphose s’instaure irrévocablement au monde pour dépasser les formes d’univocité et du pouvoir hiérarchisé vers des schémas pluri-acteurs plus démocratiques aptes à être l’objet d’appropriation symbolique de la part de citoyens à affinités philanthropiques planétaires.La question qui se pose alors est la suivante: Est ce que la mondialisation de l’économie conjuguée à la gouvernance en réseaux et à la société internetisée impliqueraient-elles la concrétisation de l’idéal cosmopolitique? Décidément pas le jour après mais irréversiblement celui le moins loin qu’on pressent!
