O objetivo do nosso estudo é, à luz de uma análise das políticas mediterrânicas actuais, tentar dar conta do funcionamento da entidade reguladora responsável pela execução, gestão e controlo dos programas de cooperação euro-mediterrânica, neste caso a UpM, e, sobretudo, a forma como são organizadas as tarefas e exercida a autoridade sobre os organismos dependentes, tendo em vista a aplicação de medidas de acompanhamento para alcançar os objectivos de segurança, paz e estabilização dos fluxos migratórios, condição prévia para o co-desenvolvimento dos países parceiros da UpM.
