Tengimpilo Maqebhula is a former unionist and a law graduate. His book Unfinished Road To Justice has been written as a result of his belief that there is unfinished business with regards to equal treatment of the people of South Africa by the justice system. He drew this inference from his own experiences as a junior manager. When he became a whistleblower, he was victimised, and charged criminally and departmentally on trumped up cases. He witnessed the unlawful charging and dismissal of many black and coloured police officers on false charges, while the crimes of white police officers who committed real serious offenses were covered up. He documented a lot of those incidents and cases, going back as far as 1996, as evidence of what is happening in the justice system. He is of the view that SAPS and the justice department have failed many black and coloured police officers, as well as many ordinary people, and that they continue to do so.
