Alliances are easy to praise and hard to operate. In July 2025 the Government Accountability Office published the first comprehensive public audit of how the Department of Defense actually collaborates with allies in space operations - GAO-25-108043, sixty-eight pages of findings on what works, what does not, and why. This volume reproduces it in full facsimile. The report examines the machinery of allied spacepower that strategy documents celebrate in the abstract: Operation Olympic Defender and its growing roster of national contributions; combined space operations centers and the Five Eyes-plus information-sharing architecture; hosted payloads, shared sensors, and the personnel exchanges that put allied officers on American operations floors. Against these, GAO documents the friction that operators describe and communiqués omit: over-classification that prevents the United States from telling partners what it needs them to know; releasability regimes designed for a single-nation force; interoperability gaps between national systems procured without combined requirements; and the absence of measures that would tell anyone whether the collaboration is working. The recommendations - and the Department’s responses, printed in full - map the distance between partnership rhetoric and partnership practice. For readers of the USSF International Partnership Strategy, also in this series, this report is the independent reality check: the auditor’s view of the same terrain the strategist surveys. Read together, they bracket the central question of allied spacepower - whether the alliance advantage that planning documents assume can survive the institutions that must deliver it.The official source document is reproduced in full facsimile, with separate editorial apparatus of the public document, produced under 17 U.S.C. §105. For allied space staffs, congressional overseers, coalition planners, and scholars of alliance management, GAO-25-108043 is the evidentiary baseline for the combined-spacepower era.GAO’s space-operations portfolio has quietly become the best public window into what allied spacepower actually is, as distinct from what summit communiqués say it is, and this report is the portfolio’s centerpiece. The audit team’s access -- to operations centers, exchange officers, and the classification machinery itself -- produced findings no outside analyst could assemble, and the publication of DOD’s own responses alongside the recommendations gives readers both sides of an institutional argument usually conducted in private. For allied readers especially, the report is invaluable: it documents, with American official candor, exactly which barriers partners face in working with US space forces -- intelligence releasability above all -- and thereby hands every allied ministry the evidence base for its next bilateral negotiation.About this series: Nimble Ultra’s American Spacepower Documents collection puts the primary sources of the space age’s second great competition into durable, uniform print -- doctrine, strategy, intelligence, oversight, and exploration architecture, each volume an exact and complete facsimile of the official public release, with full bibliographic identification for citation. Government URLs break, documents are revised without notice, and libraries deserve stable copies; these editions fix the record as issued. Collect the doctrine shelf alongside the analytical flagship of the series, the RKHS-extended edition of Space Force Vector 2025.This Nimble Ultra paperback preserves the report as a durable print reference for research, teaching, professional consultation, and library use.
