O problema das zonas industriais abandonadas em São Petersburgo é particularmente agudo. Grandes áreas industriais, anteriormente na periferia, estão a tornar-se uma parte central da cidade devido ao seu rápido desenvolvimento. O antigo distrito industrial, ou 'cintura cinzenta' como é chamado, dividiu a cidade em duas partes, o distrito central e o distrito dormitório. Há muito que é necessário um policentro nesta área. A ideia não é fazer da área uma 'zona de exclusão', mas uma espécie de policentro onde algumas pessoas ficariam e aliviariam o fardo do centro histórico. Ao estabelecer um policentro dentro da antiga zona industrial, o ambiente arquitectónico e de planeamento existente precisa de ser re-funcionalizado. As empresas que estavam anteriormente localizadas nestas áreas desmantelaram ou relocalizaram as suas fábricas fora dos limites do ambiente urbano.
