O sistema de ajuda ao desenvolvimento criado na sequência da independência nos anos 60 para os países em desenvolvimento pelos doadores estava demasiado cheio de esperança. Pretendia-se que fosse um meio de consolidar a soberania destes novos Estados independentes. Anos mais tarde, este sistema provou ser uma fonte de constrangimento, de inflexão da autodeterminação dos países em desenvolvimento com a má conduta de certos líderes estatais destes países em desenvolvimento, agora CD. Este livro destaca a influência real do funcionamento do sistema de ajuda na autodeterminação dos países em vias de desenvolvimento. Revela a limitação, a condicionalidade da ajuda e a interferência dos doadores. Analisa os instrumentos propostos pelos doadores, o casal PRSP/HIPC, para ajudar esta autodeterminação a afirmar-se novamente após um reconhecimento tácito do fracasso da ajuda. A análise jurídica destes mecanismos é acompanhada de propostas alternativas concretas para os países em desenvolvimento. Uma utilização adequada, tanto por parte dos doadores como dos países em desenvolvimento, tornará a cooperação para o desenvolvimento mais eficaz e capaz de alcançar os seus objectivos de emancipação.
