O Golfo da Guiné é conhecido pela sua imensa riqueza. A zona alberga cerca de 24 mil milhões de barris de reservas petrolíferas comprovadas, com uma produção diária de 05 milhões de barris. Verdadeiro cadinho de recursos naturais, o volume de petróleo extraído aumentou exponencialmente nos últimos anos. No entanto, este desenvolvimento é acompanhado de numerosos riscos, nomeadamente ecológicos e de impactos nocivos para o meio marinho e para as populações cujos recursos dependem exclusivamente dele. O principal desafio que se coloca aos países da região é, pois, assegurar uma conservação óptima deste ambiente e garantir uma exploração sustentável dos recursos petrolíferos. A análise do corpus legislativo e institucional relativo à regulamentação das actividades offshore mostra que este continua a ser lacónico. A necessidade de reforçar ou reformular a eficácia dos instrumentos jurídicos em vigor para proteger o ambiente marinho e costeiro da África Ocidental e Central continua a ser a pedra angular para preservar a proteção deste ambiente contra as falhas das actividades offshore.
