L’attività mineraria è un settore economico estremamente importante per il Messico, essendo considerata una delle attività estrattive che danno il via allo sviluppo del Paese, in quanto fornisce le materie prime necessarie a soddisfare le esigenze della società moderna.Tuttavia, come tutte le attività estrattive, l’estrazione mineraria, durante il suo funzionamento, richiede l’utilizzo di grandi quantità di risorse naturali, generando così impatti negativi sull’ambiente, sulle risorse naturali e sulla salute umana; impatti che possono aumentare se non vengono adottate misure adeguate al termine delle operazioni di un’azienda mineraria.La legislazione ambientale in Messico è ambigua e dispersiva per quanto riguarda la regolamentazione dell’ultima fase della vita utile di una miniera, ossia la fine delle operazioni di una società mineraria. A ciò si aggiunge un eccesso di discrezionalità da parte delle autorità ambientali del Paese, con conseguenti impatti negativi.
