Celem niniejszego opracowania jest analiza ograniczeń dobrze znanej 'zasady powszechnej sprawiedliwości', z podaniem argumentów przemawiających za jej utrzymaniem, z uwagi na jej funkcję gwaranta w obliczu żądań sprawiedliwości ze strony Wspólnoty Międzynarodowej. W opracowaniu zaproponowano harmonijny trójstronny model pomiędzy wspomnianym nakazem, ustawodawstwem krajowym każdego z państw oraz jurysdykcją Międzynarodowego Trybunału Karnego, wykorzystujący współistniejące systemy karne w różnych krajach świata. Następnie analizowane są systemy karne obowiązujące w Hiszpanii, Argentynie, Austrii, Portugalii, Włoszech i Niemczech, aby następnie dokonać porównania pod względem jurysdykcji międzynarodowej między Mercosurem a Unią Europejską. Wreszcie, omówione zostały przypadki byłego chilijskiego dyktatora Augusto Pinocheta i Rigoberty Menchú, które stały się kamieniem milowym w historii praw człowieka.
