Os reveses da ONU na Jugoslávia e na Somália mostraram que a organização não está apta a intervir em guerras, o que é essencialmente difícil no Ruanda, ilustrando a incapacidade da organização para impedir um verdadeiro genocídio. Por esta razão, houve quem sugerisse que a Carta das Nações Unidas fosse alterada para introduzir uma espécie de direito humanitário de ingerência. Assim, uma situação de genocídio ou de violação dos direitos das minorias poderia justificar legitimamente a ingerência humanitária. É de notar que, em 1995, a Comissão Carlsson propôs que a Carta de 1945 fosse alterada para permitir que o Conselho de Segurança interviesse em crises intergovernamentais em caso de 'violação maciça da segurança humana'.
