Le développement et l’utilisation des véhicules aériens sans pilote (UAV) sur les théâtres de bataille ont été consolidés par les avancées technologiques des années 1990 et le changement de paradigme des conflits internationaux, qui sont passés d’une guerre industrielle interétatique à une guerre irrégulière complexe. En combinant diverses technologies complémentaires sur une seule plateforme, les drones offrent des capacités innovantes et offensives qui non seulement influencent les calculs des gouvernements pour s’engager dans des conflits, mais donnent également lieu à des dynamiques préjudiciables à la sécurité internationale. En réduisant les coûts stratégiques, économiques et politiques de la participation aux guerres et en exacerbant de manière systémique le dilemme de la sécurité, la technologie des drones augmente la probabilité des conflits internationaux, ce qui a des conséquences négatives, en particulier pour les États les moins capables du système international.
