Те, кто утверждает, что является лицом без гражданства, должны доказать, что у них нет гражданства. Судебная практика уточняет, что они должны доказать не то, что у них 'нет гражданства в мире', а то, что они не могут претендовать на гражданство государств, имеющих отношение к заявителю.
