Neutralist Proposal for Korean Reunification is a theoretical framework which, the author believes, should become the basis for peaceful reunification of the Korean peninsula. It is based on the assumption that the reunification of the Korean peninsula as one nation is a historical inevitability and that the current powers of East Asia, i.e. the U.S.,China, Japan and Russia have a common strategic interest in seeking a neutrally unified Korean peninsula in the model of Switzerland for lasting peace and stability in the region. By creating an Asian Switzerland, so to speak, in the Korean peninsula through a neutrality treaty between powers of the region, he argues, there will be harmony of strategic interests of the regional powers and the long overdue reunification of Korea becomes achievable. All of this can be accomplished only when the US government changes its policy in favor of creating a new order in East Asia founded on the possible Korean neutrality treaty.저자 나필열 박사는 이 책을 통하여 한반도의 평화적 통일을 위한 이론적 틀을 내놓았다. 그는 남북통일이 역사적 필연이지만 그것은 남과 북이 자체적으로 해결할 수 없는 국제문제 임을 강조하고, 한반도의 평화적 통일은 동아시아의 열강들-미국, 중국, 일본, 러시아- 간의 조약을 통하여 한반도 전체를 <스위스> 같은 영세중립국으로 만듦으로서만 가능하다고 주장한다. 그렇게 함으로써 동아시아에 있어서의 열강 사이의 지정학적 이해가 조화를 이룰 수 있고 지역적 세력균형과 안정이 영구히 유지될 수 있다고 저자는 말한다. 그러나 한반도의 영세중립화가 실현되기 위해서는 무엇보다도 미국정부의 정책변화와 주도적 역할을 필요로 하기 때문에, 이를 유도하기 위한 100만 재미교포의 역사적 사명은 하늘을 찌르고 있음을 지적하고 있다.
