Ce travail est une analyse comparative de la libre circulation des personnes dans l’UE et la CEDEAO. La libre circulation des personnes est considérée comme la liberté la plus fondamentale et la plus chère garantie aux citoyens de l’UE par les traités. Les protocoles de la CEDEAO prévoient également la libre circulation des personnes au sein des États d’Afrique de l’Ouest. Cependant, malgré l’apparente similitude entre l’UE et la CEDEAO dans son objectif de créer un marché commun par le biais de la libre circulation des personnes, en ce qui concerne la CEDEAO, il semble y avoir un énorme fossé entre la déclaration de ce droit et sa mise en œuvre effective par les États membres de l’Afrique de l’Ouest. Ce travail examine les différentes contraintes qui militent contre la mobilité effective des personnes dans la sous-région de l’Afrique de l’Ouest. Il établit un lien entre les réalités socio-économiques particulières de la sous-région et l’incapacité des États membres à s’engager à respecter les dispositions des protocoles de la CEDEAO sur la libre circulation des personnes et formule des recommandations importantes.
