Les droits humains en Afrique lusophone n’ont commencé à être véritablement considérés comme importants qu’après l’instauration de régimes démocratiques au début des années 1990. Ces pays figuraient parmi les derniers à être décolonisés sur le continent africain. La situation s’est encore aggravée lorsqu’ils sont tombés, immédiatement après leur indépendance, sous des régimes à parti unique. Ce fut une période où les droits fondamentaux furent oubliés et bafoués. Cette situation s’est encore aggravée avec les conflits armés en Angola, au Mozambique et en Guinée-Bissau. Il importe de souligner que les droits humains, bien qu’ancrés profondément dans la culture africaine, s’y conçoivent distinctement de la vision européenne. Notre étude se propose dès lors d’éclairer ces perceptions singulières et les mécanismes que les pays lusophones mettent en œuvre pour les protéger. Nous analyserons également l’influence de la France dans ce domaine, un sujet encore trop peu exploré par la recherche française.
