La mobilisation internationale pour le respect des droits de l’homme suite à l’invasion du territoire tibétain par le gouvernement de la République de Chine a été renforcée par l’attribution du prix Nobel de la paix au 14ème Dalaï Lama en 1989, ce qui illustre bien les stratégies idéalistes visant à structurer le système international sur des paramètres moraux qui incluent l’autodétermination des peuples, c’est-à-dire l’indépendance du Tibet. Toutefois, cet esprit autonomiste se heurte aux mesures réalistes de l’État représenté par le gouvernement central chinois, axé sur les intérêts du développement économique et de la souveraineté nationale, qui a interdit la réincarnation à tous les bouddhistes vivant en dehors de la République, par le biais du décret publié en 2007. Ceci met en évidence la volonté d’abolir le système des tulkus, en vigueur dans le bouddhisme tibétain depuis le XIe siècle, et l’annonce faite par le Dalaï Lama en 2007 concernant la possibilité de sa 15e réincarnation dans le corps d’une femme.
