C. hasta el asesinado de Julio César, en el 44 a. C..; Polibio, el historiador griego de la Segunda Guerra Púnica entre Roma y Cartago, indicó a Publio Escipión, el Africano (Roma: 236 a. C. - Linterno: 183 a. C.), como el fundador del Imperio Romano. El conflicto, desencadenado por la agresión de Aníbal, puso de relieve la importancia de la constitución romana, resumida en la sigla SPQR (senatus populusque romanus, o sea, el senado y el pueblo romano).
