Os problemas ambientais têm chamado a atenção do mundo para a criação de estruturas de governança para os gerir. As alterações climáticas são um desses problemas ambientais, e várias formas de as mitigar estão a ser desenvolvidas, como a Iniciativa de Redução de Emissões por Desflorestação e Degradação Florestal (REDD+). O principal objetivo do estudo é analisar a implementação da política ambiental global no Gana, examinando os processos de institucionalização e atividades de preparação da REDD+. O estudo examina, através de uma lente de conceção e eficácia de políticas, os arranjos institucionais para a administração da REDD+ no Gana. Foi utilizado um desenho de estudo de caso qualitativo e as amostras foram selecionadas de forma criteriosa. Os instrumentos de recolha de dados foram entrevistas e fontes secundárias. A análise das partes interessadas foi utilizada para identificar as partes envolvidas na elaboração de políticas e na criação institucional da REDD+. Os resultados do estudo mostraram que tem havido uma consulta e participação contínuas de várias partes interessadas nas etapas do REDD+ e que o Gana está preparado para transcrever as políticas globais do REDD+ em políticas locais. O estudo também mostra que não foram desenvolvidas novas políticas localmente para dar efeitos específicos ao REDD+.
