Questa riflessione si basa sul desiderio di decostruire quello che chiameremo l’imperialismo dell’istituzione educativa in Marocco, che si fonda su una combinazione di imperativi di 'identità' e 'sovranità' e sui cosiddetti principi di apertura. I primi definiscono il quadro etico e politico e sono stati risolutamente e progressivamente allineati, dall’indipendenza a oggi, con il discorso normativo della moralità religiosa e dei vincoli sociali. I secondi sono distillati dall’ingerenza francese, che persiste a causa dell’egemonia economica della sua lingua. Le politiche della francofonia portate avanti dai servizi di cooperazione educativa dell’Ambasciata di Francia sono fortemente coinvolte negli orientamenti pedagogici, a tutti i livelli scolastici e universitari. Difendono, in modo molto ufficiale, quello che chiameremo un populismo neoliberale transnazionale i cui effetti su tutti i sistemi educativi dei Paesi ex colonizzati sono catastrofici.
