Em 2008, o governo decretou a gratuitidade de todas as escolas públicas do Togo, a fim de aliviar o peso das propinas, mas, apesar disso, os pais continuam a preferir as escolas públicas. Isto deve-se às más condições (sobrelotação, greves intempestivas, etc.) nas escolas públicas, enquanto os resultados do certificado de conclusão do ensino primário (CEPD) nas escolas públicas são melhores do que nas escolas públicas.
