This work aims to contribute to improving the living conditions of those who live in Brazilian favelas. It is a more pragmatic and less ideological approach, which seeks an alliance between collective, public and private actors. The community or collective actors are given the power of choice, decision-making and trade-offs. Public actors are responsible for accepting the community’s decision and making themselves available to implement it, creating the necessary security for investment. Private actors are responsible for providing the capital and technological capacity necessary to alleviate this major social problem.
