Viele Völker haben den Belagerungszustand noch nie erlebt, und daher bleibt er ein seltsamer, wenn auch nicht bedeutungsloser Begriff. Es ist noch nicht lange her, dass der Präsident der Republik und Garant der Nation den Belagerungszustand über zwei Provinzen im Osten der Demokratischen Republik Kongo verhängt hat. Dabei handelt es sich um die Provinzen Nord-Kivu und Ituri. Einige unserer Landsleute stellen sich weiterhin Fragen wie z. B.: Was ist mit den beiden Provinzen? - Warum nur diese beiden Provinzen? - Steckt nicht etwas anderes dahinter? - Warum gehen die Übergriffe trotz der Anordnungen des Präsidenten weiter? - Oder warum unterstützen einige diese Anordnungen, während andere sie anfechten? - Sind die beiden betroffenen Militärgouverneure der Situation gewachsen? Der Autor des vorliegenden Buches geht auf diese Aspekte ein.
