O livro é o resultado da experiência de 47 anos de serviço do autor nas Forças Armadas Austríacas. No decurso do seu serviço, recebeu uma visão abrangente sobre o funcionamento do Ministério da Defesa e das Forças Armadas. Durante este tempo, passou pela sua formação básica, a sua formação de oficial, foi comandante de uma companhia do quartel-general, oficial de treino e ensino na academia militar de Theresan, chefe de logística e oficial de treino da escola médica das forças armadas e, durante os seus últimos 20 anos de trabalho, chefe de um departamento de auditoria do Ministério da Defesa. Como este departamento fazia parte do gabinete do Ministro Federal, ele recebeu uma visão abrangente do processo de trabalho no ministério. Para além da sua formação militar, estudou economia na Universidade de Viena e habilitou-se na antiga universidade militar da Hungria no campo da ciência militar/economia de defesa. Além disso, o livro é também o resultado da avaliação da sua observação participativa do que se passa no ministério e nas forças armadas, do ponto de vista de um economista com formação académica.
