Los presentes ensayos fueron publicados en épocas y lugares diversos, y me decido ahora a recopilarlos en un volumen para unificar esa diversidad de fuentes originales y también para complacer a varios amigos que me pidieron ejemplares de algunos de los trabajos y a quienes no he podido satisfacer por estar agotados.Aunque tratan de asuntos tan diversos, creo que su conjunto tiene cierta unidad, puesto que son la expresión de una orientación ideológica uniforme.Se destaca que todo Estado en el mundo moderno es una comunidad territorial, en nombre de la cual un cierto agente o agentes ejerce soberanía, entendiéndose por soberanía la competencia legal para dictar órdenes sin necesidad de someterse a autoridad más alta. Las órdenes así dictadas constituyen Leyes, las cuales obligan a todos aquellos que caen dentro de su jurisdicción.Harold J. Laski 10
