In diesem Buch analysiert der Autor das Recht auf Bildung in der Demokratischen Republik Kongo im Lichte nationaler und internationaler Rechtsinstrumente in einem Kontext, in dem mehr als zwei Jahrzehnte nach dem Rücktritt der organisierenden Macht bei der effektiven Übernahme des Bildungswesens die atemlosen Eltern den Lehrern eine sogenannte PRIME zuweisen, um zur Bildung ihrer Kinder beizutragen. Dieses System der Prämien oder der Übernahme der Kosten für die Lehrer durch die Eltern verstößt eindeutig gegen das Recht des Kindes auf Bildung, das in der kongolesischen Verfassung in Artikel 43 verankert ist: 'Der Grundschulunterricht ist obligatorisch und kostenlos'. Viele Kinder sind heute vom Grundschulsystem ausgeschlossen, da ihre Eltern ihnen nicht mehr das Recht und/oder die Möglichkeit bieten können, die Schule weiter zu besuchen. Der kongolesische Staat ist internationale Verpflichtungen eingegangen, die durch internationale Rechtsinstrumente abgesichert sind, und kann sich keineswegs auf unzureichende Mittel berufen. Er ist verpflichtet, ausreichende Mittel bereitzustellen und einen ausdrücklichen politischen Willen zu zeigen, damit die kongolesische Schule von nun an wieder zu einer Schule der Exzellenz wird.
