A República Democrática do Congo, o Burundi e o Ruanda desenvolveram relações amigáveis baseadas em tratados de cooperação bilateral sem qualquer mecanismo de implementação. A criação da Communauté Économique des Pays des Grands Lacs (CEPGL) marcou a institucionalização de uma cooperação económica que beneficiou de certa forma os três países membros. A história mostra, contudo, que esta organização não tem acompanhado o ritmo da situação política e económica dos seus estados membros. O renascimento da cooperação económica actualmente em promoção entre estes três países faz parte de uma perspectiva de construção da paz nesta fase pós-conflito. Deve combinar a exploração conjunta dos recursos naturais transfronteiriços, a paz, a estabilidade regional e os imperativos democráticos dos Estados envolvidos. O livro faz o balanço de alguns acordos bilaterais entre a RDC e cada um dos seus dois vizinhos. Apresenta as realizações da CEPGL e esboça as perspectivas de cooperação com base nas iniciativas propostas pelo ICGLR. O autor espera que a RDC desempenhe plenamente o seu papel de líder regional.
