Consumer protection at EU level has been a constant concern in the last 20 years, which is why the EU has approved rules such as Directive 2011/83/EU on consumer rights (CDD) and proposed regulations such as the Common Sales Law (CESL). On the other hand, electronic contracting has forced the EU and national legislators to create a legal framework in order to protect consumers who purchase goods or services over the Internet. The concept of consumer has been delimited at Community and national level, in the sense of excluding natural or legal persons who purchase goods or contract services for profit. A different matter occurs with the concept of entrepreneur, since depending on the form of conclusion in which we find ourselves, it acquires a different connotation: for example, retailer, lender, Service Provider, etc. Spanish Consumer Law is a work in 'permanent construction', mainly due to the constant and periodic adaptation of this law to the European Community framework on consumer matters.
