In una democrazia, è il primo sovrano a scegliere liberamente i propri leader nelle elezioni politiche. L’esercizio del diritto di voto è quindi strettamente legato al processo democratico e appartiene, in linea di principio, a tutti i cittadini che soddisfano tutte le condizioni richieste dalla legge. Per questo motivo, si dice che l’esercizio del diritto di voto sia universale e uguale, in quanto nessuna discriminazione è accettabile. Tuttavia, nella Repubblica del Congo, la situazione attuale, che risale all’adozione della legge elettorale originale nel 2001, è purtroppo caratterizzata dall’inspiegabile esclusione di alcuni cittadini congolesi dall’esercizio di questo fondamentale e importante diritto democratico. Questa pubblicazione lo dimostra e suggerisce una serie di modi pratici per riformare alcune disposizioni della legge elettorale.
