Em contexto de urbanização completa da metrópole, da criação de um meio ambiente artificial com o consequente distanciamento da ordem do mundo natural, essa reivindicação está relacionada a uma aspiração ainda maior, a saber, a participação na divisão do trabalho de dominação legítima na instituição da ordem social. Em que medida tal reivindicação e aspiração obtêm êxito e em que bases sociais se funda sua legitimidade? Que parcela do que chamamos ordem social pode ser atribuída às representações, ações e intenções de agentes especializados, portadores de competência cultural singular, atuando no interior de instituições específicas voltadas para o planejamento e a gestão do espaço, isto é, dedicadas à dominação organizada do processo de urbanização? 10
