Der marokkanische Rechnungshof, der sich als eine Institution versteht, die die Transparenz der Verwaltung öffentlicher Gelder und die Rechenschaftspflicht gewährleistet und weder mit der Exekutive noch mit der Legislative oder der Judikative gleichzusetzen ist, hat mit der Verabschiedung des Grundgesetzes von 2011, des Organgesetzes über die Finanzen Nr. 130 und des Gesetzes Nr. 55 über die Finanzhilfe neben seinen traditionellen Aufgaben der Beurteilung der Rechnungen der öffentlichen Rechnungsführer, der Haushalts- und Finanzdisziplin und der Kontrolle der Verwaltung auch die Aufgabe erhalten, die öffentliche Hand zu unterstützen. 13 und dem Gesetz Nr. 55.16 zur Änderung und Ergänzung des Finanzgerichtsgesetzes mehr Kompetenzen übertragen, nämlich die Unterstützung der öffentlichen Hand. Es stellt sich jedoch die Frage, ob der Rechnungshof bei seiner 'Unterstützung' nicht auch die Behörden beraten muss.
