A reforma de 2013 da Política Agrícola Comum assistiu a uma ecologização sem precedentes da PAC. Pela primeira vez desde a sua criação, a PAC fez da protecção do ambiente um objectivo central. Embora a questão do aquecimento global tenha certamente desempenhado um papel importante, a ecologização foi também motivada por outros factores. De facto, a ecologização serve também para legitimar e justificar a manutenção da Política Agrícola Comum, que é cada vez mais criticada por outras políticas europeias. Estas outras motivações explicam o facto de a ecologização nem sempre ser vista como correspondendo às expectativas. Do ponto de vista ambiental, resta saber se o greening é verde claro ou verde escuro.
