Os programas de iniciativa comunitária INTERREG III financiam acções de cooperação transfronteiriça, transnacional e inter-regional em toda a União Europeia. O Terceiro Relatório sobre a Coesão Económica e Social, relativo ao período de programação 2000-2006, publicado pela Comissão Europeia em fevereiro de 2004, reconhece a utilidade dos programas INTERREG. Estes programas promovem a inovação e a parceria entre os Estados-Membros. Contribuem para reduzir o efeito das fronteiras internas, incentivando as autoridades públicas e privadas de ambos os lados das fronteiras a trabalharem em conjunto. É por isso que a Comissão Europeia propõe fazer destas intervenções transfronteiriças, transnacionais e inter-regionais um dos três objectivos da política de coesão da União Europeia para o período de programação 2007-2013. Este objetivo será intitulado 'Cooperação territorial europeia'.
